Manothong Vongsay
Vice Minsiter of Industry and Commerce, Lao PDR

Manothong Vongsay, born on January 8, 1971, in Paris, France, is a prominent Lao national known for his extensive contributions to the fields of industrial and economic planning in Lao PDR. Currently, he serves as the Vice-Minister of the Ministry of Industry and Commerce, a position he has held since December 2021. Prior to this role, he was the Vice-Minister of the Ministry of Planning and Investment for a brief period in late 2021.

Dr. Vongsay's career trajectory was shaped by various leadership roles within the Ministry of Planning and Investment, where he worked as the Director General of both the Department of Evaluation and the Investment Promotion Department.

His international experience includes a short-term consultancy with the World Bank in Washington D.C. in 2004 as part of the Foreign Investment Advisory Service.

Dr. Vongsay's earned a Doctoral Degree in Business Administration from Hohai University in China between September 2015 and December 2020. He was also a fellow in the Hubert H. Humphrey Fellowship Program at Michigan State University, USA, from August 2003 to June 2004. His foundational education includes a Master of Economics of Development from the Australian National University and a Master of Science in Mathematics and Physics from Voronez State Teaching Institute in Russia.

He is multilingual, fluent in Lao, English, and Russian.
